Black drivers in Philly make up 72% of the traffic stops, but comprise only 42% of the city’s population. In an effort to end discrimination and promote equity on the road, police in that city are no longer permitted to pull people over for minor traffic violations.

Minor violations include driving with a broken brake light or headlight, driving without inspection stickers, and having an improperly fastened license plate, among others.

If the officer suspects the occupants of the vehicle are involved in criminal activity or if the driver compromises public safety with a primary violation, such as running a stop sign, the vehicle will still be pulled over.

This bill does not change the state’s motor vehicle code, only how it is enforced. People who commit minor traffic violations will now receive a warning or citation in the mail.
